Don Young, Republican from Alaska, who chairs the House Committee on Transportation and Infrastructure filed his pipeline bill just before Congress broke for its holiday recess.
Safety advocates say a feature in the bill could prevent the sort of exhaustive analysis that has led to unprecedented spill-control measures in the Austin area for the proposed Longhorn Partners Pipeline project.
Also controversial is a provision that would bar public disclosure of information revealing "a systemic vulnerability" of a pipeline or a vulnerability to terrorist attack. Furthermore, the advocates don't like a provision allowing limitations on release of pipeline maps for security purposes.
