AUSTIN -- City officials on Thursday denied a request by Longhorn Partners Pipeline LP for a permit to replace portions of its pipeline.
However, the denial has no effect on Longhorn's ongoing replacement work because a federal judge has ruled that the city cannot regulate an interstate pipeline. U.S. District Judge Sam Sparks had given the city until the end of January to issue or deny the permit, but he also said interstate pipeline regulation is reserved for the federal government.
