E-mails illumine pipeline dispute
Clinton's advisers debated Longhorn's political ramifications

One e-mail written by then-President Clinton's top environmental adviser said Washington lobbyists were emerging from "their dens" to promote the proposed Longhorn gasoline pipeline in Texas.

Another e-mail authored by an administration official described how the White House could "take credit" for a legal settlement concerning the pipeline. Still another asserted that a better explanation was needed to show that the consequences of a pipeline spill would not be significant.

These and other Clinton administration e-mails that President Bush's staff sought to suppress show that White House officials were concerned not only about legal and scientific aspects of the Longhorn proposal but also about political and public relations ramifi- cations.
