Longhorn Partners Pipeline LP is entering the homestretch of its $60 million project to refurbish a half-century-old pipeline through which it plans to pump gasoline and other fuels from Houston to West Texas.

Longhorn is betting that U.S. District Judge Sam Sparks will rule in the company's favor or that it will win on appeal. The Dallas-based partnership of oil companies and investment firms recently sent a letter to the plaintiffs asserting that it intends to begin operating July 31, "plus or minus two weeks."
