Texas lawmakers ordered to study pipeline issues

Texas House Speaker Pete Laney has ordered a legislative committee to examine pipeline laws and regulations, as well as the conversion of older crude oil pipelines to carry more volatile products
The study and hearings, to be conducted by the Committee on Energy Resources in preparation for the 2003 legislative session, were requested by state Rep. Ann Kitchen, D-Austin, and several other lawmakers.
"We have a certain responsibility to protect our citizens as well as our natural resources and our property," Kitchen said. "What's happening is we are ending up in court over these issues because we don't have any clear laws or regulations that speak to them."
