The City of Austin and Longhorn Partners Pipeline LP cannot agree on the terms for discussing their disagreement. They had planned to meet today in a mediation session about installation of new pipe. But the session was canceled when the sides disagreed on the ground rules.
The city wanted Longhorn, as a condition of mediation, to suspend its plan to start installing the new pipe, said Holly Noelke, a lawyer for the city. Longhorn refused, so the city decided against mediation, she said.
