Ignoring city's order may send Longhorn pipe fight to courts

The city delivered an official stop-work order -- also known as a red tag -- to Longhorn's work site late Friday afternoon, just as crews were quitting for the Christmas holiday.
Work will resume this morning by 8 a.m., despite the city's instruction to halt installation until it approves Longhorn's site plan and grants a permit to replace the pipe, said company spokesman Don Martin.
