The new 19 mile section of pipe planned to go over the Edward's Aquifer is thicker and encased in concrete trenches.
The city of Austin says it was tested three times last month, and it leaked three times.
Longhorn says those concrete trenches held the water during tests, and they're moving forward with the next step.
Crews are dismantling the line, wrapping it up and sending it off for recycling all before a U.S. District Judge has ruled on Austin's lawsuit for further environmental studies.
