This is an area of the Longhorn Pipeline that was exposed in a creek bed. In this picture, you can see that Longhorn has covered the pipeline with concrete bags as part of their safety measures. One of the bags has washed away, revealing that they did not even bury the pipe lower into the ground - it is no more than a few inches under the concrete bags. This section of the pipe is in a neighborhood in Austin, about 100 feet from houses on either side.

Pipeline representatives have said that the pipe would be lowered to a minimum of 5 feet deep in areas of East Austin, and that the average pipeline depth is 9 feet. They have also repeatedly stated that the safety measures on this pipeline are "state of the art."
