Sendera Homeowners Association requests Wal-Mart, Inc., Endeavor Realty, and S-R Ridge, Ltd. (Monaghan) to cease their plans to build a 200,000 square foot Supercenter at MoPac and Slaughter in southwest Austin for the principal reasons of poor site planning, increased safety risks to Sendera residents, especially children, increased volume of non-local traffic, increased crime, increased 24-hour noise and light pollution, increased litter, and a corresponding reduction in property values.

The site plan, as it has been submitted, is poorly designed in consideration for our neighborhood. The proposed site plan calls for an entrance at Sendera Mesa Drive and Hoffman Drive, directly across from existing houses and only a block and a half from our neighborhood swimming pool. Children in bathing suits, walking in flip-flops or riding their bikes, will have to negotiate this intersection on a daily basis to get to and from the pool. Mothers with babies in strollers frequently walk home via this intersection after attending swimming lessons. The regional traffic generated by this Wal-Mart Supercenter, coupled with this proposed intersection, will result in a dramatic increase in pedestrian accidents, deaths, as well as a greater potential for abductions of Sendera children.

With no direct access from a major thoroughfare such as MoPac allowed for this parcel of land, the proposed site plan has entrances at Slaughter Lane, Davis Lane, and Sendera Mesa Drive. All of these side streets pass directly through our neighborhood, and the regional traffic using these entrances would seriously affect local neighborhood access, particularly during peak shopping hours. In addition, cut through traffic would drastically increase throughout our neighborhood streets and could increase the potential for property crimes throughout our neighborhood. Furthermore, this lack of traffic access will ultimately result in the failure of this regional store and leave our neighborhood with a massive concrete and asphalt eyesore.

The planned 24-hour Wal-Mart Supercenter is also inappropriate for a bedroom community that is quiet from midnight until dawn. A peaceful, quiet neighborhood atmosphere that presently exists in Sendera, without overnight traffic or commercial noise, is essential to maintaining high quality of life as well as high property values. Sendera homeowners also take pride in their yards and adhere to our covenants to keep their lots free of litter and debris. The amount of litter generated by such a regional store such as this Wal-Mart Supercenter will frequently blow into our homeownersí yards and streets, particularly during storm events, subsequently reducing our neighborhood aesthetics, and increasing the yard maintenance for our homeowners. In addition, our homeowners also enjoy viewing the stars at night, and the overnight lighting required for this massive store would significantly add to the light pollution that already exists.

Because there will never be direct access from MoPac allowed for this parcel of land, the Sendera Homeowners Association considers this parcel of land not suitable for any type of regional store, particularly a 24-hour Wal-Mart Supercenter. Instead, Wal-Mart should seek alternative locations with better traffic access, more overnight traffic volume for an all-night store, minimal environmental impact, and minimal neighborhood impact. Instead, Endeavor Realty should develop a site plan complete with local businesses tailored to our local community, small building footprints, friendly neighborhood street access (i.e. hike and bike trails only), and sound environmental design with native landscaping and minimal impervious cover.
